Tax Changes and Offshore Drilling Motion (December 2006)

Mike Thompson voted to allow drilling offshore in the Gulf of Mexico. Given the opposition in California to offshore drilling, this seems like a strange vote. But the motion was to concur to a Senate amendment with an amendment to H.R. 6111. In addition to allowing drilling, it amended the Internal Revenue Code of 1986 to provide that the Tax Court may review claims for equitable innocent spouse relief.

Why are widely different issues pasted together into such a motion? Precisely to provide political cover for elected officials who want to vote for big corporate interests.

The motion passed by a recorded vote of 367 ayes to 45 noes in Roll No. 533.
